Congressional GOP Back President's Proposal to Replace Affordable Care Act

American senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The effect on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's meeting got started, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators shared concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to terminate the closure in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an proposal to restart the government and continue the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Some analysts suggested that the essence of such a plan would remove the ACA's mandate that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that failed to garner enough support in 2017.
